EMFAC publishes on-road VMT by county. Local governments need it by city. This tool does that division — the same allocation behind the California GHG inventory — and hands you the result with the method recorded.

You pick the weight separately for light duty and heavy duty, because they are different allocation problems: trucks do not follow residents. Every weight is a documented self-developed method under ICLEI USCP v1.2 Appendix D, condition T4. There is no hierarchy among them, so there are no badges — just an honest caveat on each.

What this is not. Not a travel-demand model, not project-level or per-capita SB 743 VMT for CEQA, and not a competitor to StreetLight or Replica on spatial resolution. Results reconcile to the EMFAC county total by construction — that is reproducibility, not accuracy. EMFAC is CARB’s model, and a city number is only as good as both the model and the weight.
